Overview of the Role:

The Group Estimating Manager plays a pivotal role in driving successful bid outcomes by overseeing the full bid lifecycle, engaging with clients, refining bid management processes, and leading the development of high-quality proposal solutions. This role involves managing and coordinating multiple estimating teams across various divisions and geographic regions.


Key Responsibilities:

Core Responsibilities:

  • Oversee the entire bidding process, ensuring adherence to standards and deadlines.

  • Lead and coordinate multiple estimating teams across different divisions and locations.

  • Develop and implement standardized estimating procedures and best practices.

  • Review and approve large cost estimates before client submission.

  • Manage relationships with key subcontractors and suppliers.

  • Analyze market conditions and competitor activity to inform bidding strategies.

Strategic Elements:

  • Work closely with senior leadership to align estimating strategies with broader organizational goals.

  • Identify new business opportunities and target markets.

  • Engage in go/no-go decision-making for tender opportunities.

  • Develop winning strategies for priority tenders.

  • Conduct risk assessments on tender estimates.

Team Leadership:

  • Mentor and develop the estimating team members.

  • Coordinate resource allocation across multiple teams.

  • Set team performance targets and conduct regular performance reviews.

  • Ensure teams are equipped with the necessary tools and relevant software.

  • Build and maintain a high-performing, collaborative estimating function.

Technical Skills:

  • Expert knowledge of construction methods and materials.

  • Proficiency in estimating software and digital take-off tools.

  • Strong understanding of contract types and bidding processes.

  • Ability to critically analyze complex tender documentation.

  • Knowledge of construction law and contract administration.

Business Acumen:

  • Solid understanding of project cost reporting, profit margins, and markups.

  • Ability to perform market analysis and gather competitive intelligence.

  • Manage and maintain cost databases and pricing strategies.

  • Develop and maintain strong relationships with vendors and subcontractors.


Minimum Eligibility Criteria

Education:

  • Bachelor’s degree in Quantity Surveying, Construction Management, or Engineering.

  • A post-graduate qualification would be advantageous but is not mandatory.

Experience:

  • 10–15 years of experience in construction estimating.

  • At least 5 years in a senior estimating leadership role.

  • Exposure to large-scale, Design and Build, and Public-Private Partnership (PPP) bids.

Essential Skills:

  • Strong leadership and team management abilities.

  • Excellent analytical and mathematical skills.

  • Advanced communication and presentation capabilities.
