About IPPO:
The IPP Office is a programme office that provides independentand transparent procurement management, contract management and professional advisory services to the DMRE. The Office’s mandate is derived from the capacity allocated to renewable and non-renewable generation in the Integrated Resource
Plan (IRP), which together with the associated Ministerial Determinations, set the pace and direction of the roll out of the
IPPPP. The IPPPP activities continue to evolve to effectively respond to the planning and development needs in the current
energy context.
Function of the position:
The Head of IPPO reports to the Director General of Mineral Resources and Energy (DMRE), with support from the CEO of the Development Bank of Southern Africa (DBSA) as per the MoU. The Head is responsible for leading the IPPO in achieving its strategic, tactical, and operational goals related to the Independent Power Producers Procurement Programme (IPPPP). This includes overseeing strategic direction, stakeholder and financial management, ethical governance, operational and people management, and ensuring the developmental impact of the IPPO.
Key Activities:
Strategic Direction:
Review past objectives and set new goals for the next decade, to be approved by the JIC. Develop 5-10 year strategies aligned with the IPPPP and energy sector priorities. Create innovative strategies and business plans in line with the DMRE’s medium-term energy development plan. Develop and submit the IPPO Corporate Plan, including execution plans, policies, and procedures for approval by the JIC and Shareholder.Stakeholder Management:
Manage complex stakeholder relationships with key entities like the DMRE, MoE, JIC, National Treasury, DBSA, and IPPO employees.Expand IPPO’s influence and impact in the IPPPP within the country.
Foster stakeholder engagement to ensure a broader understanding of the IPPO’s developmental mandate beyond financial returns.
Financial Management:
Ensure financial growth, sustainability, and development impact. Lead the formulation of business plans, annual budgets, and track progress. Oversee financial reporting, supported by the CFO, and ensure compliance with applicable regulations. Ensure strong internal controls and implement best financial practices.Ethical Governance:
Uphold good governance principles to protect IPPO’s integrity. Promote ethical decision-making and build a culture of trust and collaboration.Operational and People Management:
