All citizens of the World have basic rights. Some of these are the right to life, to clean water and so on. These are there to give a sense of certainty so that the individual so that they can feel that there is somewhere where we are all equal. From this sound and stable base, people can go about their daily lives.
The Link
All staff also have a Rights arrangement with their employer, the purpose of which is similar to the above. The IR function is to clarify and document this clearly for each person as well as to track compliance both ways.
