BE PART OF THE INFORMAL SETTLEMENTS TEAM

The Department is part of the Human Settlements Directorate within the City of Cape Town. It is mandated with the upgrading and improvement of Informal Settlements following various development methodologies. We have permanent and exciting short-term three-year contract employment opportunities in this space. All the positions require minimum four (4) years’ relevant experience unless specified, and all require a valid driver’s licence.

HUMAN SETTLEMENTS ● INFORMAL SETTLEMENTS

HEAD ENGINEERING SERVICES (PRINCIPAL ENGINEER) (PERMANENT)

TCOE SALARY COMMENCING FROM R1,020,311 TO R1,541,395 PER ANNUM ● REF NO: HSM 11/25

Requirements:

  • An appropriate tertiary qualification in BEng or BSc (Eng)
  • Registration as a Professional Engineer with the Engineering Council of South Africa (ECSA)
  • At least seven (7) years’ experience in the design, construction and maintenance of municipal engineering services
  • At least three (3) years’ experience in service delivery in informal settlements/areas of informality
  • Good knowledge of project management principles, council engineering standards, specifications and contract documentation, standard Government housing programmes and low-cost housing finance
  • A good understanding of the dynamics in informal settlements, which often require unconventional or innovative solutions.

Key performance areas:

  • Manage and oversee the coordinating of services to all informal settlements, the servicing and upgrading of informal settlements requiring major works and the servicing of Greenfield land for accommodating residents to be relocated from informal settlements being serviced
  • Manage, supervise, facilitate and obtain all land use approvals in terms of the relevant legislation for the upgrading of informal settlement and urgent and Emergency Housing Programme projects
  • Make independent decisions about internal procedures and also contract management with external service providers/contractors.

PRINCIPAL PROFESSIONAL OFFICER (SENIOR CIVIL ENGINEER)

TCOE SALARY COMMENCING FROM R1,020,311 TO R1,541,395 PER ANNUM ● REF NO: HSM 12/25

Requirements:

  • An appropriate tertiary qualification in BEng or BSc (Eng)
  • Registration or eligibility for registration with the Engineering Council of South Africa (ECSA)
  • Up to eight (8) years’ relevant experience.

Key performance areas:

• Manage, supervise, facilitate and obtain all land use approvals in terms of the relevant legislation for the upgrading of informal settlement and urgent and Emergency Housing Programme projects.

SENIOR PROFESSIONAL OFFICER (CIVIL ENGINEER) (CONTRACTED)

TCOE SALARY COMMENCING FROM R1,020,311 TO R1,541,395 PER ANNUM ● REF NO: HSM 13/25

Requirements:

  • An appropriate tertiary qualification i.e. BEng or BSc (Eng) / BTech degree in Engineering / National Diploma in Engineering
  • Registration or eligibility for registration with the Engineering Council of South Africa (ECSA).

Key performance areas:

  • Manage and coordinate the planning and implementation of the Directorate's Capital infrastructure program to ensure that projects / programmes are effectively scoped, budget estimated, projects scheduled, and key performance areas identified to ensure that only projects with the highest probability of successful execution are included in the ensuing years Capital plan and to monitor and report on the Directorate's implementation plans.
